Tackling Alcohol Misuse: the future of licensing policy in Scotland

According to a new report published today the effects of alcohol misuse cost Scotland between £2.48 billion and £4.64 billion annually, with a mid-point estimate of £3.56 billion – over £900 per adult, per year.

 

This latest research – which includes the costs of social care, crime, the loss of economic productivity, as well as healthcare – concludes that the true cost of alcohol abuse to society is far greater than previously thought.

 

2010 could mark a significant change in Scotland’s relationship with drink. As Licensing Boards, Licensing Standards Officers, police and licensees adopt an increasingly pragmatic approach to ensure the bedding-in of the 2005 Licensing Act, the Scottish Government is seeking to compliment and strengthen the Act with an Alcohol Bill.

 

Hearing from leading policy makers, licensing regulators, health practitioners, community leaders and trade representatives, this one-day conference will provide an opportunity for delegates to explore the proposals to modernise licensing law

 

·         minimum retail alcohol pricing

·         display of promotional materials relating to off-sales

·         detrimental impact statements on the effects of off-sales to under 21s

·          the introduction of a ‘social responsibility levy’ applicable to licence holders

 

Through a series of presentations and round table discussions, this conference will explore which of the plans are likely to enjoy cross party support and examine the effects additional legislation will have on all stakeholders.
